- Helsinki and the CSCE | Assoc. Amici LVF
1967 - 1980 Helsinki and the CSCE In 1969 Luigi Vittorio was transferred to Rome, where he was assigned to the Directorate General of Political Affairs and was in charge of the Commission on Security and Cooperation in Europe (CSCE). Preparation for the CSCE involves intensive activity and frequent missions abroad, including with Ambassador Roberto Ducci. From the beginning of the conference in November 1972, this participation requires long stays in Helsinki first and then in Geneva between 1972 and 1975 as Deputy Head of the Italian Delegation. Years of intense work with numerous trips that forced him away from his family even for long periods. This work would flow into the volume “Testimonies of a Negotiation,” to this day still considered one of the main reference texts on the negotiations at the Helsinki Conference. Between 1975 and 1977 Luigi Vittorio accepted the post of Deputy Director General for Cultural Relations together with Ambassador Vittorio Cordero di Montezemolo, where he dealt with regulations in the educational and academic spheres and was engaged in a number of missions abroad including, significant for him, those in the German Democratic Republic and Canton Ticino. He was appointed Minister Plenipotentiary Second Class on December 22, 1972 and Minister Plenipotentiary First Class on June 3, 1977. At the suggestion of then Minister Boris Biancheri Chiappori, Secretary General Raimondo Manzini assigned him the General Directorate of Personnel. Luigi Vittorio filled his role with great determination even with respect to the union control then prevailing. His work is considered energetic and such that it left a mark: his determination and authority is recognized, thanks to which he obtained wide decision-making autonomy. From 1978 to 1982, Luigi Vittorio was appointed chairman of the First Commission of the Higher Council of Public Administration. In the meantime from the end of 1977 he took up a teaching position in Eastern European Political Institutions at the Oriental Institute in Naples, at the initiative of then Dean Luigi Ferrari Bravo and with the consent of Prof. Rita Di Leo. He held regular lectures despite commuting between Rome and Naples until he regretfully had to resign in 1983 due to incompatibility with Civil Service regulations.

2000 - 2018 The University Career From 1988 to 2000 Luigi Vittorio taught International Relations at LUISS, where also thanks to the contribution of some of his students he succeeded in putting together a “Handbook of Italian Foreign Policy” [Bari-Rome, Laterza, 1995 and later reprint], which is judged a reference work cited in many studies on Italian foreign policy. He simultaneously teaches at the University of Trieste (Gorizia Pole) in the degree courses in “Diplomatic and International Sciences” (which he, together with Prof. Paola Pagnini, helped initiate) and in “International Relations and Strategic Studies” until 2002. He taught International Relations both at the University of Roma Tre from 2001 until 2008 and at the University of Valle d'Aosta from 2007 to 2011 (here he was also a member of the Technical Committee for the establishment of the Faculty of Political and International Sciences). He collaborated for two years with the chair of “History of Eastern Europe” at “Sapienza” in Rome. During the same years he was constantly invited to give seminars and lectures at the Universities of Florence, Macerata, Perugia, Turin, Pavia, Milan, Naples, Messina, and Urbino, also at the School of Journalism, Scuola Normale and Scuola Sant'Anna in Pisa. In his university activities he was highly esteemed by his colleagues and was much followed by his students, with many of whom deep human relationships were also born, which lasted even beyond his university career. After all, as thesis supervisor or co-rapporteur, Luigi Vittorio can count more than 700 projects, many of which are preserved at the Italian Society for International Organization (SIOI), LUISS and Roma Tre. He also maintains university contacts in Germany, obtaining teaching positions in Jena and Dresden between 1990 and 1993 with the support of the Konrad Adenauer Stiftung. Between 1987 and 2018, there are numerous invitations to speak at Conventions and Conferences, including in Germany, thanks to the prestige gained as an Ambassador. Essays and articles include more than 400 titles, published in various Journals and newspapers, including Il Messaggero, L'Indipendente and Italia Oggi. Mention should also be made of his decisive action in establishing the Italian-German Center for European Excellence, located at Villa Vigoni in Loveno di Menaggio (Como), of which he was president from 1986 until 2002. He also served as Vice President of the “Centro Alti Studi Europei” in Urbino in 1992 , Vice President (1994) and later President (2000 - 2007) of both the Circolo di Studi Diplomatici in Rome and the CISCI (Centro italiano di Studi per la Conciliazione Comitato); also served on the Steering Committee of the “Daedalos Institute of Geopolitics” in Paris-Nicosia (2004 - 2007); was Advisor to the European Academy in Nicosia; was a member of the Goethe Prize Committee of the Toepfer Stiftung in Hamburg (2001 - 2011); was Coordinator of the Scientific Committee of the “University for the Elderly” and then “Free University for Adults” in Senigallia (since 1997). On May 4, 1988 he was awarded an Honorary Degree in Law by Bielefeld University at the proposal of Professor Grunsky. He received on October 27, 1990, the “Witnesses of Time” award as part of the Acqui Storia prize for his book on Germany and in April 2002 the Silver Medal of Merit in Culture. On July 14, 2002, he was awarded honorary citizenship of Ostra (Ancona), the municipality where Vaccarile's family home is located. The funeral was celebrated on November 16, 2018 at the Church of St. Peter the Apostle in Vaccarile. Present at the funeral were the family and a large participating and moved crowd of friends, acquaintances and admirers both local and from many cities such as Rome, Custoza, Gorizia and Trieste. He rests at Turin's Monumental Cemetery in the family tomb next to his beloved wife Giovanna.

Coraggio! Women fleeing the war Monday, 14 March, 2022 Rooftoop of Palazzo Navona - Rome On Monday, March 14, 2022, the first meeting of Coraggio!, the format organized by the Associazione Amici di Luigi Vittorio Ferraris and the Hanns Seidel Foundation, was held at the Terrace of Palazzo Navona. During the event, in collaboration with the Community of Sant'Egidio, the latter's extraordinary work in welcoming women and children fleeing war, both in Italy and at the Polish-Ukrainian border, was presented. Evelina Martelli , head of the Community of Sant'Egidio's BRAVO! program, illustrated the network's commitment to offering concrete support and hope to those who have lost everything. A few days ago “International Women's Day” was celebrated, a moment that took on a profoundly different meaning this year. Everyone's thoughts went out to those suffering from war, forced to leave their homes, loved ones and lives. On this occasion, the need to build strong connections and support networks was emphasized, not only to help those in need today, but also to create a more supportive and resilient future.

Protagonist of the event was Simona Bertolotto , known as @sissiottostyle on Instagram, where she inspires nearly a million followers with her unique style and reflections on the world of fashion. The conversation, moderated by Gabriela Rostani, addressed a crucial and topical issue: “Fast Fashion? No, Thanks: Slow-Fashion, Ethics and Sustainability in the Fashion Business and for the New Generations.” Simona shared her personal experience and commitment to more responsible fashion, stimulating a rich and engaging dialogue. Heartfelt thanks were extended to the women present, whose contributions underscored the importance of valuing skills, traditions and innovation. 1952 - 1962 Start of the Diplomatic Career He joined the Ministry of Foreign Affairs on February 16, 1952, and was assigned to the General Directorate (DG) of Personnel, in the Secretariat of then Minister Maurilio Coppini, who had chosen him because he knew Russian. Coppini had been Consul in Kharkov, Ukraine in the 1930s. As was the practice at the Ministry, after a year he was sent for six months “volunteering” at the Consulate General in Munich. He attends the Salzsburg Seminar for American Studies for a month. In August 1953 he returns as scheduled to the Ministry and is assigned again to DG Personnel, and then briefly to the Press Service (during the Trieste crisis) and on March 1, 1954 again to DG Personnel. As the first overseas post he obtains the direction of a Vice Consulate Newark (NJ) in the United States, where he arrives on April 23, 1955. In the fall of 1956 he is seconded for a very short time to the Representation to the United Nations (Suez and Hungary crises). In May 1957 Luigi Vittorio is transferred to Ankara where he arrives on October 1, 1957. Luigi Vittorio is able to speak and write in Turkish. On July 10, 1959, then Minister Plenipotentiary Roberto Gaja, Head of Mission in Sofia, Bulgaria, offered to go with him to Sofia as number two. And once again the ease of learning languages will enable Luigi Vittorio to read and understand Bulgarian. In March 1962, Luigi Vittorio was called back to the Ministry in Rome, and assigned once again, at his explicit request, to DG Personnel.

Ethics and Artificial Intelligence Monday, 11 November, 2024 Six Senses Hotel - Rome Moderated by Marlis Morganti of the Hanns Seidel Foundation, the event featured Tiziana Catarci, Director of the Department of Computer, Automatic and Management Engineering. The meeting was a unique opportunity to explore the topic of artificial intelligence, with an in-depth look at its risks and benefits. Tiziana Catarci offered stimulating insights and future perspectives on ethics in the use of technology, emphasizing the need for a conscious and responsible approach. Coraggio! is a series of meetings focused on cross-cutting issues of great relevance, involving a network of women ready to confront and support each other. We want awareness of women's value and courage not to remain an isolated event, but to radiate into society as a whole, so that gender distinction becomes secondary to the individual. Coraggio! Women and Diplomacy in the Sahel: What Future for the EU-Africa Partnership? Friday, June 7, 2024 Spazio Sette Bookstore - Rome On June 7, 2024, an important meeting organized by the Hanns Seidel Foundation and the Associazione Amici di Luigi Vittorio Ferraris, as part of the cycle Coraggio! was held at the Spazio Sette bookstore in Rome. The event, entitled Women and Diplomacy in the Sahel: What Future for the EU-Africa Partnership?, was attended by Professor Emanuela Del Re , EU Special Representative for the Sahel and former Deputy Minister for Foreign Affairs and International Cooperation. The meeting offered an in-depth analysis of the complex reality of the Sahel, a region that stretches between Burkina Faso, Chad, Mali, Mauritania and Niger. The central role that Europe has played for years in this vast area was discussed, with economic, social, political and military initiatives aimed at consolidating cooperation and promoting development. However, it emerged how Europe faces significant challenges today in an increasingly critical context, especially for girls and women in the region. Indeed, flight, poverty, and discrimination are seriously affecting the future prospects of adolescent girls in Mali and Burkina Faso. Under the moderation of Elisabetta Grassia, Technical Assistant on EU-Africa programs and AALVF member, Professor Del Re offered an expert and personal look at the topics discussed, emphasizing the urgency of strengthening the partnership between the European Union and Africa to address the most pressing issues, including women's empowerment, security and sustainable development. The meeting provided a valuable opportunity to reflect not only on the problems of the present, but also on the possibilities of building a more equitable and inclusive future for Sahel communities, especially for young women who face the toughest challenges. 1945 - 1952 University and beginnings He graduated from law school in 1949 with a degree in International Law with the thesis “The Government of Fact” (supervisor Prof. Tomaso Perassi); publication was planned but unfortunately never completed. In 1947, having obtained a passport, he stayed in Paris and attended the Alliance Française; in 1949 he took part in a Sommerkurs in Heidelberg; in 1950 he attended the Academy of International Law in The Hague. In 1952 he married Giovanna Franzì Carlotti (1926-2014), who graduated in Social Work after attending the ENSISS School of Social Service in 1948 and graduated in Law from the State University of Rome in 1952 with a thesis in Criminal Law on “Non-imputability of minors under 14 years of age.” They have two children, Chiara Francesca (aka Clarissa) (1956 Newark, NJ-USA) and Alberto Maurizio (1958 Ankara, Turkey). Luigi Vittorio passed the diplomatic competition in January 1952 and was second in the rankings (both for the writings and the final result) out of eight admitted.

Logo The Logo of this Association was created by Chiara Mensa , great-granddaughter of Luigi Vittorio Ferraris and daughter of Marina Petteruti Romano, one of the Founding Members and granddaughter of the Ambassador. The acquaintance between Chiara and Luigi Vittorio, albeit brief for reasons of age, shines through in the creation of a Logo that reflects in synthesis Luigi Vittorio's love of books, read and written, and his passion for Diplomacy to which the Ambassador sought to bring young students of all backgrounds closer, in respect and defense of human rights and collaboration among peoples. The supporting structure of the Logo encloses the three letters LVF of the Ambassador's name, and develops vertically and horizontally. Vertically with the interplay of the empty and full of the characters L and V, which give a glimpse into the L the shaft of a fountain pen, which is drawn in Vittorio's V. Pair of these two vertical letters contrasted with Ferraris's horizontally unfolding F to represent the openness to others manifested by the Ambassador in his character always open to human relations. Thus we have the vertical of diplomacy supporting the horizontal of society. That is, the strength of diplomatic action, expressed through treaties and written books of which the Ambassador has often been the author and co-author, in the cooperation acting at the international level to achieve good among Peoples. The round badge inscribing the Logo is surrounded by the inscription “Association of Friends of Luigi Vittorio Ferraris,” to represent a globe, as an expression of the international character of the thought and work carried out by the Professor and so dear to him. Finally, the colors red and white to recall the family banner kept in the country villa in Vaccarile in the Marche region of Italy. After a career in several design studios in England and Australia, she founded Hyphae, an independent design consultancy focused on eco-friendly visual design with a focus towards more sustainable and ethical products, activities and businesses, in the field of web. Since 2022, Chiara has decided to redirect her career to pursuing her true passion, establishing herself as an independent artist and specializing in creating prints through linoleum etching.
